“The Agreement of Economic and Technologic Cooperation” was signed between China and Rwanda on June 10.1978, in which the Chinese government agreed to conduct the feasible Study on construction of a stadium in Rwanda. The Ministry of Economic and Trade Cooperation Sent a letter to the Ministry of Railway on Aug,22,1979 for invitation of the Ministry of Railway Undertake the task of survey, design and construction of the foregoing stadium. And then the Ministry of railway decided to nominate the China Civil Engineering construction corporation as the sponsor for implementation of this project. The contract value is 62930000 Yuan RMB. The stadium was commenced on March 1984 and completed in 1988. A task force of technical inspection and acceptance formed by Rwanda conducted all-Aided inspection on this project respectively on May and December of 1988 and Jan,1989,and unanimously agreed to its Excellent quality and signed the certificate of the technical acceptance. 

        The president of Rwanda and his wife visited the worksite of the stadium on Feb,4,1986. the President highly appraised this project and said: “The designed appearance is imposing and the construction makes rapid progress with good quality. the stadium is the largest project in the economic and technical cooperation between Rwanda and china, and it will be of a Piece of gem after its completion.” and he also highly praised the Chinese government for its sincerely aid to Rwanda.
